Answer: Introduction This paper looks at the impact of public policies as well as constraints that are usually linked to public administration and further give a comprehensive list of certain indefensible issues ethical issues in the case study that compares the administrative ethics of Secretariat of Defense, Robert McNamara and Donald Rumsfeld (Curristine, Lonti, Joumard, 2007).. It also outlines the ethical issues as well as policies of Vietnam War which affect the progressio of the economy. Every society is marred with problems in such areas politics, education, communication, housing, agriculture and commerce. Government through public administration formulates policies in response to these problems based on the objectives of the citizens wellbeing, national development and growth. These policies are essential since lack of them will allow the above problems to degenerate into uncontrollable phases thereby endangering the social-economic growth and development of the society (Curristine, Lonti, Joumard, 2007). The policy is also an action by the government aimed at achieving some desired objectives and goals. The policies will guide and determine the current and future public decisions and private individual or business actions in light of a given problem. Public administration is constrained by ineffectiveness and inefficiencies in public policy formulation leading to ineffective formulation and unacceptable formulation thereby leading to, politically infeasible, invalid, inefficient, un-implementable solutions to the problem McNamara poured American blood and treasure into a policy rate hole out of loyalty to President Johnson rather than the people McNamara knew the war was futile and unwinnable and hoard the information thus killing tens of thousands of American lives McNamara hoard important information to act as deferent for the wrong war policies he made McNamara sat in his office in World Bank and left American soldiers to die by failing to rally the opposition with timely confession The ethical issues is whether the appointees should be loyal to the appointing authority or to the public. We saw how McNamara remained loyal to President Johnson even years after Johnson had died and remained sat on information (Wild et al 2012). This led to Presidential lying which is abnormal part of government. Both lying and disinformation machine created by McNamara for informing the news media as well as American Public regarding the war has been continued as well as brought into local politics. This was made bipartisan by President Richard M. Nixon as they lied about the Watergate scandal. This was a direct continuation as well as extension of Vietnam policy cover-ups (Wild et al 2012).
